When using the Hayward Universal H-Series H400 Low NOx Pool Heater. Can I circulate water through the heater before propane hook up has been done?

Yes you can circulate water through the Hayward Universal H-Series Low NOx Pool Heater prior to connecting the propane. You would just want to make sure all the lines are connected. There really would be no need to circulate water through the heater prior to the propane being connected, unless you would be checking the lines for possible water leaks.
